On June 3, 1979, Wayne Bruce Watson was arrested for swindling and cheating while playing Craps at the Resorts International Casino. Specifically, he was charged with five instances of swindling and cheating while playing the game of Craps. Mr. Watson won approximately $50 as a result of his illegal wagers. On February 6, 1980, Mr. Watson entered a plea of guilty to two counts of swindling and cheating at casino gaming. This plea was entered in the Superior Court of Atlantic County and Mr. Watson received a $150 fine on each of the counts to which he pled guilty. He was ordered to make restitution to the Resorts International Casino in the amount of $40 and he executed a Waiver Form, wherein he waived his right to contest the placement of his name upon a list of persons to be excluded from licensed casino establishments within the State of New Jersey.

Wayne Bruce Watson is not known to have any previous criminal record. On June 3, 1979, his illegal activities were recorded on video tape. He made a total of five illegal wagers while playing the game of Craps at the Resorts International Casino. Mr. Watson had been warned on several occasions by casino personnel that his betting practices were illegal. At the time of his arrest, Mr. Watson was in possession of a controlled dangerous substance, to wit, marijuana under the amount of twenty-five grams. He refused to cooperate with law enforcement authorities at the time of his arrest. The complaint against Mr. Watson for possession of a controlled dangerous substance, to wit, marijuana, under the amount of twenty-five grams was dismissed on February 6, 1980.
